are there alot of competitions in film major in colleges? If i announced to the colleges (the UC's) that I'm going to major in film, would they gladly take me in or would they turn me down since there are many students who are also coming in with film major?

The prior response from JetGirly is "spot on" - let me add a few practical considerations.

Except for a handful of institutions, colleges are in competition for students. They want you to go to their school. They obviously will have consideration for the applicants with a combination of the highest grades/GPA/"something to enhance the college" mix, but you don't have to worry about there being some mandated "we have too many RTF students so let's cut back" directive from on high.

I ran a search on usnews.com of colleges in California with Film majors - it came to 28. 7 are UC and 2 are Cal State branches.

You can go to the individual websites and look at their admissions profiles to see which is the best fit for you. Or, you can sign up for the US News premium service [I think it is $14.95 for a year], plug in your personal information [SAT, GPA, major desired, distance from home, scholarship fund available, and so forth] and let their system make some suggestions. You might be pleasantly surprised.

Check the stats on the univeristy website. Lots of kids end up dropping out so even if you declare a different major at first you can usually switch into your top-choice program in second year (IF YOUR MARKS ARE GOOD).
