There is a goat's milk formula:
www.meyenberg.com
Goat's milk is a great alternative to cow, it is much easier to digest and better for you. Though for your 9 1/2 month old I would recommend the goat's milk formula (if possible)
However, for the three year old, I think you need to be aware that he requires NO dairy (cow, goat or otherwise). He can get all the calcium he needs from leafy greens, and some of the leafy green drinks are really tasty, a lot of them just taste like apple. Not to mention extra iron and fiber.
Kefir (fermented milk) is also supposed to be good at preventing/curing allergies. It is available in goat milk as well. (Also you can buy kefir "grains" and make your own from goat milk, it is very easy)

For those of you who think soy formula is better than milk based:

That is not Cow Milk or Soy.. that is your only other option... my son is allergic to milk, and at the time couldn't tolerate soy, so I wanted to try Goat's milk, and my Dr told me not to, that it causes anemia.. not with iron but some other vitamin I can't remember now- so he said it wasn't a good option.. so I had to keep working in soy on him and after about 4 months he now drinks soy milk fine.. so if that is your only other option I would talk to your doctor about the anemia maybe he/she can suggest some supplements
I just saw your edit: are you not giving your kid soy because you think it is unhealthy.. it's not-goat's milk is going to be the unhealthy option- soy milk is made with all the same vitamins that cow's milk is and is a perfect alternative.. it taste nasty to me, but my son seems to like it.. but if that is the only reason you are not giving soy, you should talk to your Dr. again

I'm noticing everyone saying yes, it's the closest to mothers milk you can get.
Now my youngest is 21 and back when she was a baby, yes... It was recommended for babies that didn't take well to any formulas. If it is still recommended, I can't say. You know how things change?
If I were you, I would check with your doctor. You mentioned your PC being slow, well pick up the phone and call him/her.
Better safe than sorry....

Goats milk is best for babys, they are easy to digest, if u can get it then that is very good. there is a cream for babys , in the sebamed range, if u check in the stores u will get it, it kind of worked on my little one, and use mild soap when u five them a bath, also keep their skin moisturized

Goats milk is actually genetically proven to be the closest to human breast milk. When my daughter switched to milk we tried cows and it was too harsh all my research pointed to goats and it was right.

Where to get it may be the 'bad' part. I don't see it in the stores. But I don't look for it, either. So maybe that isn't a problem.
