An Asian police state? No, China's government is in a state of flux. Right now, China's society seems to be stratified; there isn't much middle ground between the haves and the have nots. The government is designed to provide for the have nots, but the power of big businesses (from outside investment) is something the government currently can't check. In time, the government will obtain the resources to correct this imbalance. China has no intention of subjugating its people, if that's what you mean.

China is best described as a country that hasn't invented anything in 50 years. I'm assuming this is a homework project so think about it. What has China invented in the last 50 years? They are good at repetition, but lack innovation. That lack of innovation is a lack of will of democracy too. They are content to let someone lead them and control them. They lack the will to criticize their leaders. So, the answer to your question is yes.
