easiest way: build near landmarks

build them in high places or near water

make sure they have water and electricity

make schools, libraries, universities, police, hospital, fire stations.

build them away from polluted areas such as dumpsites, factories, prison. and electricity lines.

make sure unemployment rate is minimal

make transportation easy and available.
