I want to say Nevada because of Las Venturas(Las Vegas, with all the gambling N casinos) but i also want to say California because of the ghettoness and Compton singers in the game.

San Francisco(San Fiero), Los Angeles(Los Santos), and Las Vegas,(Las Venturas) Vegas is technically Nevada, but is a short drive from north west CA.
