The problem is related to the Mullaperiyar Dam Yamilnadu Want to incres the capacity of the dam to 142 but in the view of Kerala if the capacity increased the dam will broken. So keralites oppose the Tamilnadu. The central governmet can solve this problem But it will hurt any one (KL or TN).
You know on 14/11.2006 TN incraesed the waterflow to Kerala then the road tranport is blocke fot many hours. A bridge also in damage.
The central government can solve this ptoblem by taking a dicition to increas the water after making the dam powefull otherwise it will damage the dam. The result willbe suffer both Kerala and Tamilnadu

First of all i would like to correct your question. It is not the dispute between Tamilnadu and Kerla but Tamilnadu and Karnataka.
The problem goes like this. River kauvery orginates from karnataka goes through most of tamilnadu region and mixes in bay of bengal. There are number of dams across the length of the river. The first dam in karnataka blocks most of the water which restricts the water to flow into tamilnadu. From that point of the dam the water is taken to Bangalore region and most of the karnataka cities.
This inturn causes the people of tamil nadu, who are primarily depending of natural resources (poor farmers in tanjore district), to loose their irrigation. But even the Tamil people living in Bangalore says that it is not wrong to restrict the water to Karnataka alone. Also the Government want to make this issue as a politics for their favour.
But this is not a problem through out the year, but during summer when there will not be much rain.
The Supreme court also ordered Karnataka Govt., to release some constant qty of water to tamil nadu but Karnataka govt(including people) does not want to do so.
But there may be something done for this issue which will really cost much.

The dispute is between Karnataka and Tamil Nadu over the River Cauvery (Kaveri)
There is also a new dispute between Maharashtra and Karnataka over the water in Belgaum district. This time it is a dispute for both Water and Land
Nostradamus has predicted that the fourth world war would be between nations over the right for water

These gimmicks are to impress the people to get their votes to be in power. If such things are solved immediately then how the political parties will woo the voters as such they have to keep such things alive,so as to use them as and when the need is felt.
