All caps appears to be "yelling" so it's considered to be rude. Unless of course you have legitimate reason to be Yelling lol.

Posting or chatting in all caps was already widely considered rude (because it appears as yelling) when the Internet was still called arpanet and was confined largely to universities and government facilities and us computer geeks only had simple BBS systems to play with.

It's bad netiquette. Typing in all caps is universally accepted as shouting and trying to draw attention to yourself when your statement alone should be capable of that.
That's been an unwritten internet law for a long long time. Doing it in an IRC chat room will get you banned real fast.

whenever I read something that is in all caps I imagine the person hollering...it's weird but I do! But I don't think it's rude.
