This happens from static electricity buildup. Most likely you are in a dry climate. I used to get shocked all the time when I lived in Las Vegas.
There's nothing wrong with your car.

Cloth seats are prone to cause more static electricity than vinyl or leather. Dry air, cooler weather...be CAREFUL, BEFORE PUMPING GAS, when you get out of the car, touch the car somewhere away from gas tank(the door,etc.) It discharges the static electricity, so that you don't create a spark by the gas tank, and gas nozzle!! THIS IS TRUE.......FIRES CAN OCCUR,,,,on the news a lot , and signs at gas pumps these days

Hold onto something metal when you slide out of the carseat, like the doorframe. You'll cut way down on the painful shocks.
