if a model of something was made to be full scale 1:1 does it mean that it is the same size as the original

Yes,
1:1 means 1 and by convention,
this means 1 to 1 matching i.e.same
implying 'same dimensions as the other'

If the drawing you are looking at has been reproduced at the exact same scale as the engineered one, then yes.

ALWAYS check your scale against the drawing's scale bar.
