Water requires no energy for transport.

Water moves by osmosis. This is a passive process and requires no additional energy to go into the system. So water is the best answer.

Sugar is moved by glycolysis in active transport. However, I believe that in anaerobic conditions, glucose goes through a process called fermentation which I think is passive transport.

Water is a byproduct.

Waste is not part of the "transport" system.
