If they give you negative 2/3 for the slope, and the negative sign is at the fraction bar's level...what's the negative value? The rise, the run, or both?

Either or is right. If you make the 2 negative, go down 2 and then three to the right. OR, make the 3 negative. So, go UP 2 and three to the left. If both were negative, then, it becomes positive, and that's same as 2/3.

Technically either rise OR run but not both. However, run is usually considered to be positive, as in left to right. If that's the way you think run goes, then rise would be negative (making it "fall").

it can be the rise or the run, it's the same.
but it can be both, cause the slope will become +2/3

y=mx+b
where m= -2/3, you need a pair of coordinates y=?, x=? to determine the constant b. For example, if b=2,
then the equation of a straight line is
y= -(2/3)x+2

it doesn't matter apply it to the 2 or to the 3 not both.

One or the other, you can pick. It doesn't matter which one you choose, but not both. Try it both ways and you will see what I mean. It doesn't matter if you go down and to the right, or up and to the left.

it only means tan theta is negative or the line is inclined to the left of the y axis
