Probably because they are young, playful and making wonderful memories to keep them warm when they get too old to run & play.
It does speak volumnes for you as a neighbor, they feel comfortable enough with you to just be themselves. Wouldn't it be wonderful if all young people had a chance just to be kids and not have to live in a world of drugs, hopelessness and parents that don't give a darn? Ahhhhhh frisbees, kick-the-can, hide-and-seek, and the sweet pure winds of summer.
Enjoy their laughter while you can, because silence of laughter is deafening.
