No--it shouldn't determine whether or not you are hired. Your age and your sex aren't going to qualify you for any job, unless there is an age requirment in which case it is possible to have your age addressed.
Your sex, however, is not a legal question.

not if it is on a job application. the age part, they need to know since no employer can hire a person under the age of 16 without a permit, and the sex, well, i always leave it blank on the form, i have a guy name so it really don't matter.

It most certainly should be, yes. You being qualified for a job should have absolutely nothing to do with your age, gender, color, religion, etc. Unfortunately, the liberal bigots that enacted affirmative craption (action) make employers discriminate whether they want to or not. If you have dark skin, or a woman, or depending on where your ancestors were from may force an employer to make the decision to hire you regardless of your merits or qualifications. If you happen to be a light skinned heterosexual you can expect to be discriminated against in the workplace. The bigots who preach against bigotry practice bigotry in its purest form through this piece of legislation. Labeling people due to their gender, religion, or color (which is EXACTLY what this does) only creates division and inequality.

in most cases they can not ask you.
They can ask you if you are over 21 or 18 if the job requires you to be a certain age.
Also since some jobs, police, government have max ages, they can ask if you are between 18 and 50 perhaps if those are the legal ages for that job.
But for the average job with no real max, they can't ask
They can't ask sex, unless it makes a difference for example certain jobs in a prison may require the officer to be male.
So to answer your question, no they can't normally ask, but there are exceptions depending on requirements of the job

not unless it has to do with your job directly. like if you are applying to work as a stripper in a male strip joint. or your age if it is a duty that required you to be over 21 they can say are you over 21
they may ask if you are over 18 and if there is anything keeping you from performng your job but it is to be very general.
the over 18 is acceptable mostly because of laws about hours people can work under the age of 18
IT is only illigal if they do not hire you becasue of the answers you gave to those questions

Employers has the right to ask for the age and sex because it is their discretion whether or not the applicant is qualified.

They can ask, you don't have to answer. Age may be important because of insurance or age limits on certain types of jobs....being a cop, driver etc. As far as gender goes, you don't have to answer, but they can ask, they just can't base hiring you or not on that.

they can ask if you're at or older than an age...if it's pertinent to the job...such as bartender
same with gender, as in an all girl band...or a restaurant that has costumes only for females...like the bunny club...otherwise...no
