Is this a UK question? If so then there maybe a benefit claim depending on the severity of the condition and the underlying causes. If it is just HBP then it is unlikely, however, if the person suffers other symptoms or affects from this eg fainting, panick attacks or the like then you should contact your local Social Work office where a duty social worker can advise you of your full benefit entitlement.

The operson should also speak with the GP and se if there is areason for the HBP and what dangers that it presents them,
