I hit a cement barrier going about 40 mph on the passenger side corner of my bumper (98 Civic HX). Bags didn't deploy but the bumper (not the skirt) is shoved up in that corner. I don't know where the sensors are in the front, and I don't know if i try to straighten the bumper out, if it'll set off the bags. HELP!

honestly with a problem like this, go to the dealer and have them do it for you because this is something that you do not want to skrew up. If you mess something up then they wont deploy next time. Go to the dealer for your own safety.

The best is to take it to a Honda dealership where they can access the damage. At the very least have them look at it even if you do not have the work specifically done there. Of course if it's an insurance claim and the vehicle is still under warranty then in order to keep is valid you must have the work done there.

a good body shop can take care of this for you as most dealers don't do body work and then take to the dealer for a scan of air bag system before you place car back in service.
