I, myself, am asian with single eyelids. It was difficult for me to learn how to work with eye makeup since my mom and sister both have double eyelids.
Over the years, I've become pretty familiar on how to make my eyes up!
Always put on foundation or powder first before putting on makeup for best results. That way you don't overdo your whole look.
First, invest in a good curler.
Curl your eyelashes, you will probably want to curl it twice to give it a better effect.
If you're planning to wear eyeshadow, kind of pull back your eyelid on the side and use your other fingers to smear it on.
then line your eyes with eyeliner
A fantastic mascara to end the look, and a personal favorite, Dior Show Mascara.
Apply the mascara, let dry, then apply another coat.
By now, you should have beautiful and head turning eyes!
If you still want fuller and more dramatic lashes, why not experiment with fake lashes?

Hm...I've heard that models use a "base" under their makeup to keep it from smudging. There are bases sold everywhere, just ask around. You could also try this, i heard it works like a base. Try applying a dab of concealer to your eyelids before putting on the eyeshadow- i head it stays on better that way.
And about the eyelashes, have you considered fake eyelashes? Maybe if that's too much of a hassle, just try mascara. I dont know what else to suggets there.
Well i hope this helps a little :)

i have the same exact problem. what seems to work pretty well is to apply foundation and powder on your eyelids before you apply any shadow. it may sound strange, but pink eyeshadow looks really pretty if u layer it under black eyeliner (on top lids only). it cant be fuschia tho, make sure it is a pale pink and not too shimmery. if that sounds boring then try shimmery green and purple eyeshadows. apply from your lashes to above your creases. but the tricky part is to make sure that it complements the shape of your eyes. my basic rule is to keep it above the crease and not all over the place. if u dont want to do color, what usually works is simply lining ur top lids with black eyeshadow on top of black liner. it really makes ur eyes stand out.
-i have the same problem with lashes too! haha if u want to make them stand out, u may have to spend some time with mascara and a lash curler. u MUST use a curler if u want them to stand out. i like maybelline sky high curves and ive tried about 20 different mascaras but im always changing so im never sure what my next favorite will be. mascara usually does nothing until u have it for a few weeks and then it sticks well to lashes. curl lashes, apply one coat of mascara, curl again. buy a curler that wont rip ur lashes out (la cross makes a good one) because i find the only time ur lashes stay curled is after u apply mascara.
wow that was long, but i hope it helps!

You need to go to a cosmetics store and have them do a makeover for you. Their products, of course, will be expensive. But you don't have to buy them! Just pay attention to what they do and what colors they use, then go to a drug store and find similar colors in cheaper brands such as CoverGirl, Maybelline, etc.
In terms of which store to go to for your free makeover, I really like Origins because they tend to have more natural looking colors. However, Sephora also does free makeovers, as do all makeup counters at any department store (such as Macy's or Nordstrom).
In terms of department store makeup counters, I like Estee Lauder. Clinique and Shiseido are supposed to be good for Asians, but I'm Asian and my favorites are Estee Lauder and Origins. Way too expensive though!
Have fun! Don't overdo it with the makeup -- 15 is still very young.

wear a base specifically made for the eye and apply before you apply eyeshadow. Also apply regular face powder before you apply eyeshadow.

try the "Almay" isle in wal-mart. they have everything set up by eye color. It really helps. Like, it will give you 3 eye shadows that make your eye color pop and look really nice. Also, it has pencils, brow pencils that will make u look classy and not slutty.
Clanique in the mall has an eye shadow pre-treatment, which keeps your eye shadow from smudging or settling in the crease of the eye.
Good luck and I am sure u will be beautiful!

never use the liquid eye shadow. It looks pretty, but it will just smear and stick in your creases. As for colors, try a bronze colored shadow. It will minimize your lids, but bring out your eye color. For short, brittle lashes, use fake lashes.I buy my fake lashes at wal-mart for about $3.If you buy the eye lash glue, you can reuse them. They last about a month.Cut them to fit your eye, apply them with your fingertip as close to your lash line as possible, then use a toothpick to press them close to your skin.Be careful not to poke a eye out.
