that people can have network access to the project plans. I guess this is installed and configured on the server and accessed via the intranet browser? I am a bit unsure of how to get started. Any ideas/tips?

See below for the MS Installation Guide for Project Server. However :
a) you do not necessarily need Server to provide network access to project plans, even for resource pools.
b) configuring and installing Server correctly is notoriously difficult, and is as much about business processes as it is about software setup
c) you'll want to make sure people know how to use the desktop MS Project Professional well, before going near Server

There are a lot of moving parts (sql, sharepoint, project pro, etc) so take your time and follow the single server installation and follow every step (don't roll your own on this one or you'll only be reinstalling the whole thing). Be sure to back up the project server SQL Server dbase in case of problems. Don't roll it out company-wide, no matter how much the org. pushes you to do otherwise. Project Server is NOT MS Project. It is a new process for PMs and project teams and they need 3-5 months to work through the new processes especially the timesheet update and approval process. Make sure only a small pilot group has access and start off by only managing a few non-critical plans. Periodically, save the server plans off the server as mpp files in case of any corruption issues. If this is for mission critical project management initiatives you will be doing yourself a favor if you find a good local consultant to help you.

Well for my experience it is not that hard to start using the project server.
Actually your team will not be using project server or ms project 2003 they'll be using PWA project web access which is user friendly and to use it they don't have to be familiar with project 2003 or even installed on their computer.
all you have to do in installing the project server, and connect the project 2003 to the server then start making plans and publish them to the server. you can share resources for the whole company.
your team will receive his tasks and update actuals to you.
