How come only 95% ethanol can be distilled and not 100% ethanol

Because it forms a constant temp. boiling azeotrope at about 5% water.

Ethanol and water form an azeotrope which the distillate is composed of 95% ethanol and 5% water. This is called a binary azeotrope.
