The Hyatt Regency Downtown on Louisiana always has a great New Year's celebration. Tons of food, heavy-handed bartenders, and the best part is if you get a room there you don't have to drive home. http://houstonregency.hyatt.com

Go to www.houstonpress.com to see whats going on.
Also if you are into basketball the Rockets are playing the Memphis Grizzlies at 6pm. They always have activities on New Years eve in the Toyota Center. When the game ends at 9pm, you will already be downtown, where you can hit a night spot or see fireworks.

Depends on what you like to do. Downtown is fun if you like to party upscale, and they have fireworks. Montrose area is fun if you like the 'clubbing' scene (Numbers drops balloons with money in them at midnight). Richmond strip is fun if you like a more casual good time.
