Unstable government,corruption,poor education,small inaffecient hospitol's,the lack to inform all the people of disease awareness.It all leades back to Government and the difficulty of rallying thier people together to lead them in the right direction.I think it has a lot to do with the problem's of the mercinary's and thier constant fighting.

I think it is that they get too much aid. They become dependent on it.
The other part sad to say is that their my be the racisim, that people have for black people.
