If it is one of the agencies that allows non-attorneys to appear, and the paralegal qualifies under the agency's rules to do so, I'm sure it's OK for them to advertise their status. Usually, though, I would think they would want or need to use the title of "licensed representiative," rather than "paralegal."

Anyone can appear before an administrative agency and speak for someone else . They advertise for it all the time, as well as for small claims and traffic court.

It depends upon your state. The state determines what they can and cannot advertise. But, as was previously stated, paralegals may not appear before anyone on your behalf. That is illegal.
