im looking into buying an AEM short ram intake for my 1991 honda accord

There are some drawbacks, though usually minor. One is that it will be noisier. This usually isn't a concern for anyone interested in increasing performance, but that's not always the case, so it bears being said. Also, the larger, smoother tube diameter can have some effect on throttle response. I put an AFE intake on my 2000 GMC pickup with a 5.3 V-8. I noticed more power in the mid, and especially higher up. However, off-idle throttle response is noticably less (though not anything terrible.) If you keep it at all revved up, it isn't there, but if you pull away from an idle more casually, it does feel boggier. I think the trade-off is worth it, but it's worth noting. Everything I've read seems to indicate there is no advantage, or disadvantage to using plastic or metal pipes over the other. The air is traveling fast enough through the tube, that it does not have enough time to absorb heat from the tube, regardless of material used. The biggest concern would be emission compatibility, especially in southern California. Make sure it's CARB certified, or keep your old one to put back on for your smog tests.

If you use a Air Intake System eventually you may experience what seems to be fuel injection problems, hesitation, a mystery transmission problem, acceleration bucking, etc. I had a K&N on my '00 Civic when I bought it; I took off the intake and threw it away, I feel as thought the negatives out weigh the advantages.

nothing really make more power unless you over reving it no harm should come of adding it

You will use more gas. It has a bigger air-fuel ratio.
