I download music from the limewire.
The internet company said my limit for downloading is 15 GB for each month.
When they show next to each song, for example: 3,567 KB do they mean 3 thousand or 3 point?

1,024 KB is 1MB; 1024MB is 1GB

15GB is a lot

It means 3 thousand 5 hundred and 67 KB, or 3.567 Megs. This is about 1/5,000 of the 15 GB monthly allowance.
