In my opinion, the ideal “Secretariat of the future” is a dynamic, smart, innovative, creative, vigilant, responsive and communicative secretariat with A HIGH COOPERATION SPIRIT and supported by staff who are happy and satisfied to be within the organization.

The second one. I think the second one makes more sense to me. ".........A HIGH COOPERATIVE SPIRIT with the cooperation and support by the entire staff who are happy and satisfied to be within the organization(that they work for).
Try it that way. The parentheses is for if you wanted to use that last line or not; dosen't matter.

Highly cooperative spirit [but you might try strong cooperative spirit]

In my opinion, the ideal Secretariat of the future is a dynamic, smart and innovative leader, both creative and diligent, who is responsive and communicates effectively to promote a highly cooperative spirit, among staff who are proud to work with the organization.

Neither, the correct form is "highly cooperative spirit" don't forget your adverbs ;-)
