It sounds like a Plantar's Wart - this is simply a wart (Human Papillomavirus (HPV)) growing into the plantar surface (bottom) of your foot. Common wart treatments can be effective however often times the situation will resolve it self. If it becomes painful to walk or run you should consult your dermatologist who will likely remove it surgically.

If you mean like feeling like you have a lump under your foot, and just part of you foot, my mom has that. Go see the doctor and maybe get a reference for a foot doctor.
