In his tiny mind, he wanted idiots (Conservatives mostly) to believe the war has been won and was over. It's three and a half years later and the war isn't close to being over. Can you say "the new Vietnam"? About bringing Democracy to Iraq, that's hogwash. If he wants to bring Democracy to a country, he should try bringing it to the good old US of A. Most Americans think they live in a Democracy. It's never been a Democracy. It was founded as a Republic. "... and to the Republic for which it stands...". Ever heard of James Madison? He once said, "Democracy is the most vile form of government... democracies have ever been spectacles of turbulence and contention: have ever been found incompatible with personal security or the rights of property: and have in general been as short in their lives as they have been violent in their deaths."

He meant that the mission to remove Saddam Hussein from power was accomplished. If you read the entire speech and not just two words that were on a sign, you will see that he understood that there was still more that needed to be accomplished.

He actually said what he meant which was the fact that there was an end to "major combat operations", in other words when there are 1,000 cruise missiles being launched everyday, and about 3,000 air sorties being flown, and you stop that and make a transfer to simply patrolling operations, it is then an end to MAJOR combat operations.

He was accurate to say what he said, and to try to boost the moral of the troops, and everyone lost their minds over it. Well not everyone, but people who couldn't afford to have the general public view Bush as a popular war time commander-in-chief............the Democrats.

it meant Bush had no idea what he was getting himself into.
if the mission was to bomb the hell out of baghdad well he did it...
but if the mission was to establish a democracy in iraq, well he was ill informed to say the least

It meant that he'd fooled the Conservatives into believing that he was going after Osama when he knew that Sadam was the true target all along!
