use toward after "attitude"
[attitude *toward* suggestions and requests]

but actions are taken "toward" people
actions are taken "in response" to suggestions or requests
actions are not taken "toward" suggestions or requests.

[note: toward/towards are interchangeable
but toward is more common and less awkward]

In order to be more effective in your role, I think the additional support you need from the Secretariat organization is a more
responsive attitude toward suggestions and requests for
assistance from the Board of Governors, including direct action.

Yup, toward works fine here, however I think it might flow a little better if you said "I think I need additional support from the Secretariat.... my role. A responsive attitude form the Secretariat toward...."
