they don't have sex THAT much but your thinking of the bonobos. They're almost identical to chimps and they live in a small part of Africca
The only monkey's that live in madagascar are lemurs.

No lemurs that I can think off (no monkeys live on Madagascar), but I think your thinking of the bonobo ape (they are a completely different species than a chimp despite their name "Pgmy Chimp"), they use sex to resolve conflict. The only variety of monkeys that I know of that have year-round (and 24/7) mating season is humans.
