look in the front of your local phone book. there is a listing of all local & federal agencies. great place to start for those numbers.

The fire chief is a municipal position. The health department (in the US) is organized at the county level. In Arizona, you cannot get a building permit before these permits are approved.

call the fire department and ask for the fire chief and talk to him. also you can contact the health department in your city to ask help from them.

call the local fire department non-emergency number. health department is at your local city hall.

City hall will have information on all that. If your town has a website, it should help, or at least give you some contacts for information.
