White Cloud Mountain Minnows or Rosy Minnows can both survive in cold water. Most other fish need a heater, unless the ambient temperature in the room is warm and steady.

Yes, a goldfish.. And for fun [edited to clarify "fun" as harmless playful amusement. --pc] add about three Silver Dollar fishes. A Plecostamus keeps the bottom and sides clean, but the goldfish will tease the Plecostamus and the Plecostamus will chase the goldfish.
[Edited to include anecdote: A goldfish picked up 7 blue pebbles in its mouth while the plecostamus was searching the rocks for food. The goldfish swam over the top of the plecostamus and spit out the 7 blue pebbles. The pebbles dropped onto the plecostamus' head one-at-a-time and made him blink. The plecostamus stopped chasing the goldfish. The goldfish swam away looking quite pleased. --pc]
That's if you mean room temperature water. Water in a winter pond does not apply to my suggestions. Nor does an aquarium that's kept in an unheated room during winter.

Bettas need warm water. They are actually a tropical fish. You can get a small heater at Walmart for about $5. If you spend the money on more coldwater fish, you would probably end up spending the same amount that you would for a heater and a few tropical fish.

Depends on what you mean by cold water. I have had Aquariums for YEARS and I mean YEARS! I not use a heater in YEARS. I have found room temperature works fine unless you like a very cold house in winter. I have Oscars, Orandas (Goldfish I know you not want), Angels, Tetras, Betta's, etc. Though they not all in the same tank.
I guess you need to know what fish you really want and ask if they do well without a heater, but, many I have kept have done well, and I have had aquariums for YEARS! It easy for a pet shop to say you have to have a heater when they have bills to pay and most people believe what they feel are the professionals. Ask me one day how to neutralize an Acidic PH, pet shops will not tell you this either and most people have it in their Kitchen.

Do not put bettas in a coldwater tank. They are tropical fish and they need the warmer water(74-76F). If you mean a freshwater tank, then there are endless possibilities. Contact your local pet store.

How can you not like goldfish??? Lion heads, Fantails, Orandas, Moors...??? They are all so beautiful..... I wish I had the room for a HUGE tank that I could fill with them....
Sorry does not really answer your question I guess. I have heard of people keeping guppies in cold water but I don't personally know how well they do.

depends on how warm your house is. Ive had guppys ofr a few weeks without a heater till 2 days ago, but i do have to admit, the do look healthyer now and my room is pretty cold
you can get a heater 4 just like 10 bucks
