I think his strong points were in foreign affairs. Especially in the 70's when Red China was a glaring issue, he did give the country confidence about peace with the communist world.

He created the Environmental Protection Agency, and I think signed an arms limitation treaty with the USSR. As mentioned he also opened relations with the world's largest country, something which a liberal president lacking his anti-Communist credentials could not do. He also supported school busing, and at the end of his term there were far more racially integrated schools than there had been in 1969. Politically, he also started the 'southern strategy' of wooing conservative southern Democrats, which in the long term has resulted in the southern states being almost completely Democratic to becoming largely Republican.

I recently read that if not for Watergate Nixon would have gotten some sort of National healthcare legislation. Imagine how many problems that itself would have solved.
