Something like forty-one countries around the world have agencies concerned with space (outside of the US), counting both countries with native launch capacity and those without.

Check out Wikipedia below for thirty-nine of them... it doesn't include Mexico and South Africa, both of whom recently announced the formation of space agencies.

Just for the record, it is not true that "only Russia" has the ability to launch people into space besides the US (I assume that was the point being stated, anyway)...

China has demonstrated their human spaceflight capability twice recently, and is continuing to develop their manned space program.

Russia can launch many kinds of missiles (Soyuz, Energia, Zenit, Proton, ecc...) from Baikonur and Plesetsk launch sites.

Italy (the 3rd nation to launch a satellite, after USA and URSS, Italian facility in Kenya is not in use at the moment as a launch site, but Italian VEGA rocket will be launched from ESA facility in French Guyana).
France (spaceport in Kourou, French Guyana is for ESA and also for CNES, they can launch Ariane5)
Also India, China, Japan have their own rockets.

I don't know exactly other nations with space programs, but a lot of nations have their own satellites.

Well technically, Russia is the only other country capable of supporting a launch. However, much of Europe and Canada contributre vital technology and do have their own astronauts that "hitch" rides to conduct their own research.

Also, the EU can and does launch satellites all the time. It sometimes uses Russian or US launchers, but not always.

If you mean any rockets (of any complexity), there are too many countries: US, Russia, Canada, UK, France, Italy, China, Japan, India, etc.
