pipe size depends on weather it's soft copper or hard(rigid) hard pipe is measured by the ID of the pipe--- but soft copper and refrigeration pipe is measured by the OD of the pipe.

some types of pipe are measured bu the Inside Diameter (id) others are measured by the Outside Diameter (od). For example, 1/2" copper pipe, when it was first manufactured, was produced with an id of 1/2" and a wall thickness of 1/16", leading to an od of 5/8". The fittings that are designed for 1/2" Cu pipe therefore have an id of 5/8", since then manufacturers have produced 1/2" Cu pipes with different wall thicknesses, but the od is always 5/8", so that it fits in the fittings. Another example, 1/2" steel pipe has an id of 1/2", it is produced in one standard size so that it can be threaded to fit into standard fittings. The best advice that I can give you if you have a specific need for an exact id or od is to grab a pair of calipers and measure the pipe in the store. You can measure id, od and wall thickness to make sure you get exactly what you need.

Pipe is always measured by inside diameter. So 1/4 inch pipe would have a 1/4 inch inner diameter.

Depends on the pipe you are using.
Electrical pipe is ID or Inside Diameter.
Plumbing pipe is OD or Outside Diameter.
Either way, the pipe or store you get the pipe should have ID or OD after the pipe size.

Tubing is itemed by od and Id, and measures as such, Id being inside measurement. 1/4 " pipe is the diameter inside.

it all depends on what kind of pipe your talking about 1/2 type m copper is 5/8 od 1/2 soft copper is od, pvc 3" is 3" id then refrigeration is od 1/2 5/8 3/4 7/8 od
