I have an aunt and uncle that live in Tucson, AZ. They get all their meds in Nogales, Mexico. They've been doing it for years now. My uncle was a Quality Engineer by profession. I'm sure he researched before he purchased. I was there last year and every other store seemed like a pharmacy. Not my style, but they were all pretty busy!

The closest border town to Houston that is known for Drs. and meds is Matamoros, just south of Brownsville, TX

Make sure you know what you're doing.

There are few online pharmacies that offer "Medications, Prescription Pills"
http://www.cvs.com
The remaining count of pharmacies are considered to be independent or privately owned.

http://www.jvspharmacy.com - Headquarters USA

Just be safe on what you get. My dad visits us from mexico every year, when ever he sees a doctor here (U.S.) The doctor ask's to see the meds he is taking from mexico. It would probly be a safe thing to do if your friend purchases meds in mex. she should show them to her doctor here before taking them.
