Unfortuanately, it could be many reasons.

1. The game is just slow. Even some top PC experience slow down when playing new games. You can adjust some of the graphics settings to make it run faster.

2. Not enough RAM. Check your PC's ram verses the games requirements. A top PC should have at least 1-2 GB.

3. Graphics card is not powerful enough. Make sure your graphics card meets the minimum requirements for the game you're playing. A top PC should have a graphics card with at least 256 MB of memory.

4. Too many running processes. Have instant messanger running? How about virus scan? Shut down any process that you don't need before playing your games.

5. Spyware/viruses. Check for weird processes running even after you've shut down any applications that are running. Maybe it's spyware. Use ++ to see what's running. If you suspecious process running, try doing a Google search with the name. There are plenty of websites that will tell you if it is a valid process or a virus.

Check directx. Go to run [if windows] and type "dxdiag", after that check for errors.
Also a possibility is that you got Spyware, Adware, or a virus. Use the proper software to find out.
And last but not least try to do some tune-up by using the disk defragmenter of the pc and also checking for general errors.

There are more things you can do, but try those first.

Make sure nothing else is running in the background and that you are using the latest drivers for your video card. A lot of times your DirectX could be out of date as well.

These are just some general things that cause a lot of slowing in games.

No one's ever got a "top PC". They're like mobile phones - they go out of fashion so fast these days. Could be you need to download some software to speed up your games programmes.

it is going to play the latest video games, yet optimal of them will artwork sluggish on severe settings. Why? Celeron isn't the gaming cpu series. Get an i3,i5 intel cpu, or a Phenom quad middle from AMD.

Maybe you are running a bunch of programs on the background that are using way too much memory.
