I like the scarf and hanky idea, as well as having a parent visit your school.
Now, failing either of the above, and short of ripping your maths book in half and shoving half down the girl's throat, and the other half up the teachers a*rse, what to do?
Ah, you could cough back, make it loud, hacking and a nasty sounding fake. She coughs on you, you cough on her only worse, and make sure to scatter spit when you do.
She may be doing it just to ar*se you, so send it back to her in greater measure.
If the teacher says anything, you might say that you can't help coughing, heck the girl next to you has been really going at it, and you fear you must have caught something. Ask to be moved so you won't infect someone else!

OKAY, BUT YOU MIGHT NOT LIKE WHAT I HAVE TO... say. Sorry, I can't keep up the screaming.
Here's the deal -- sometime we all get stuck working with people we don't like. Sometimes those people have control over something we need (in this case, Terrible Math Teacher, your grade). The trick is to remember that it won't last forever, and that there's a game of sorts going on.
See, TMT has something you need (maybe even want) - info about math (which you'll need to get out of the class with a decent grade) and the ability to grade you. It's like those video games where the Evil Troll has control of the pot of gold. You want the prize (a decent grade), so how do you get it?
You ask the Troll for help. Hold on - this isn't as nuts as it sounds. You pay attention in class, you take good notes, and if you don't understand something, you ask the Evil Troll (politely) to explain it.
Doesn't matter if the Troll is rude, or whatever - your objective is to get the information, get the grade, and win the contest. Trying to find a way to get the information from the Troll will at least pass the time (until you finish with this teacher's class) in a more interesting way than just being miserable.
Math -- lots of us struggled with it, and survived. I'd make a lousy mathematician, but my math skills are good enough to meet my needs in my professional/personal life. That's what this is all for -- in a few years, you're going to have to know how to make sense of mortgage payments, tell whether or not your credit card company is ripping you off, get the best deal on things you buy, tell if a politician is telling the truth when he says he's "saved" millions of dollars for taxpayers like you.
The better you are at math, the less effort it'll be to do those things. Exciting? Not if you don't like math, but if you can figure out what's a better deal - 10% off of a shirt that costs $25, or 15% off of a shirt that costs $28, you'll have more money to spend on other things.
Right now, the Evil Troll has control of the box where that info is stored, so your game is to trick him/her into giving it to you.
The cough thing is easy - you politely, calmy tell her, "Please don't cough in my face." As many times as you have to. She's either doing it because there's something wrong (lots of people cough when they're in air-conditioned rooms, or she might have allergies), or she's doing it to bug you, in which case there's something wrong (in her head), but either way... if it doesn't stop, then after class, you tell someone (like the Evil Troll) that you're worried about Coughing Girl - she coughs a lot, okay, in your face, which is gross, but the thing is, she coughs a lot - something might be wrong.
Meanwhile, while you're playing this game, you remind yourself that the class might SEEM to last forever, but it won't - in a few months, you'll be out of there (heck, in a few weeks, it'll be winter break). Good luck!

Both my friend and i hated maths and our teacher so he would sit on the front row on one side of the room me on the other we would crack peanut shells to annoy the hell out of the teacher then when we thought he was'nt looking throw them around the room causing class disruptions needless to say we both failed maths but still ended up with well paying jobs and out of the classroom.Guess you could crack peanut shells by yourself as for the girl coughing wear a big scauf or hanky around your face every day .If the teacher complains tell him why but my guess is that girl will get the message ..

so whats the question? If you wanna know what to do then your best answer would be wait till everyone leaves then ask the teacher if you can sit somewhere else because she coughs to much.

Why dont you tell the girl to stop coughing in your face....
Otherwise, if it's really bad... get your parents to visit the school and speak to them.
Maths is very important, you need to pass it.
