I don't know what/who the USA equivilent of the Chancellor is, but I believe that in UK, were the Prime Minister and Deputy PM were "unable to fulfill their duties" The Chancellor is the next in seniority in the Cabinet.

First off, you need to go back to school. "WHO TAKE OVER AS PRESIDENT" is wrong. It should be who would take over as president. Also, it would the Speaker of the House who takes over.
