You should first find an agency that supplies extras to movies. This will get your foot in the door. After you get some money you should have some professional photos done and take acting lessons. Once you have got some credits to your name as an extra in movies you should get yourself a good agent.
You might want to try acting on Broadway first. Live theater is a good way to get into TV and movies. Once you have had acting lessons keep going to auditions for plays on Broadway. If you can establish yourself there you can almost always get a movie roll. Hollywood respects stage actors. (a lot)
I will tell you right now it is a hard tough life at first. To get started is NOT easy and you really have to work hard at it. And basically only one in about 10,000 ever make it. You become an actress by deciding that that is what you are. The hard part is getting paid to be an actress. I'm 48, when I was 6 I decided to become an actor. It's the only thing I've ever wanted to do. I've done very little professional acting, but I have done some. My best advise to you is to go to college, not so much to learn the craft of acting, but to learn as many technical skills as possible. There are twenty times more people behind the camera as there are in front of it. Learning how to be a cameraman for example will keep you working, and meeting and making friends in the industry (absolutely important). I got the same advise when I was young, but didn't listen. I wasn't interested in the boring behind the scene stuff, all I wanted was the glamour and fame. Not having a technical skill has set me back alot, but I don't quit or give up. Giving up is the biggest reason actresses fail. Look at the ones who succeed, especially with Disney, they all work hard, everyday. The sacrifices are great and they are willing to make them. To get there you have to be willing to make it the absolute most important thing in your life.
If anything else is more important, then that is probably what you should really be doing. If you have prepared yourself and learned the craft and nothing else matters, and you refuse to give up no matter what; then I garauntee you WILL find an audience somewhere. You may never become famous or rich, but you will BE an actress.

If you want to be an actress because it is an "awesome opportunity and seems really cool." You should consider another career. One must love the craft of acting, it must be burning in your heart and soul. You must eat, sleep and breathe acting. It is NOT something to do because it "seems really cool."
Many are called to show business, but, few are chosen. Show business is an almost impossible dream, except for a few extremely talented or extremely lucky performers. You should have been in theater since junior high/middle school. Now is the time to think about which college you will attend, one with a strong drama department and excellent teachers. After your B.A. Degree, continue in college and get an MFA in Theater. An MFA looks good on resumes and sets you apart from other actors.
Many actors with an MFA decide to teach college drama, because it is difficult to become a working actor, especially without connections and a committed talent agent/manager.
Contact the Community Theater in your city and ask if you can volunteer. Somtimes volunteers get acting roles in Community Theater productions - you need all of the "on stage" work you can get toward building an acting resume." Find out if there is a regional theater close to your city, sometimes they have small roles open and they may let you audition.Agents want to see what roles you have performed. They do not want to see a resume without credits!Make sure you have a strong background in: dance (tap, jazz, ballet), great singing voice and vocal range, musical instruments, dialects, and stage combat. Becoming an actor is not easy. Acting is one of the most difficult skills to accomplish, an actor must make it look easy and effortless.
Many things go into consideration: training, talent, personality, and perserverence. You must audition, audition, audition, audition, and act, act, act, act, as if your life depends on it. Don't listen to anyone that tells you to get an Agent. You are not ready for an agent and you can "Get an Agent." Agents want to see seasoned actors with a lot of acting on their resume.

Audition, audition, audition. You may be discovered on the street, this is true, but not very many actors are discovered just by sitting around and wanting. This is why it is your job to take things into your own hands. There are casting calls all over the world. You should be able to find one near you if not more. Your first audition may be a flop, but you should never stop trying. Once casting directors become familiar with your face, if they like you, they will remember you. However, thousands of women audition at one casting call so you need to make sure you find a way to stand out in their minds. Good Luck!

Well, for starters you can go to www.craigslist.com
and search for casting calls for commercial, or movie extras.
I'm sure it wont come over night but you can start out small, and gain your way up to true stardom on disney channel!

call your states film commision (if it has one) and they have a recording of any movies or t.v. shows being filmed in your area. show up and wait. just keep doing that and in trendy local
newspaper classifieds. all you have to do is keep doing it and eventually it will happen. it may happen in one month or in fifteen years, either way you will be doing things to add to a resume'. when they say "trust noone", they could be meaning "trust no. one" - as in trust yourself (no.1)
