Title records are public information and available from the County assessors office. Their information is not available online (some counties information is) but they indicate

"The Public Resource Room is located in the Multnomah Building, 501 SE Hawthorne Blvd in Suite 125 on the 1st floor. Our hours are 8:00 a.m. to 5:00 p.m., Monday through Friday except legal holidays. Our phone number is (503) 988-3034. Our mailing address is: Recording Section, PO Box 5007, Portland, OR 97208-5007."

You can probably call them and they will tell you who they have as the owner of record of the property. For more information, you can go to http://www2.co.multnomah.or.us/jsp/Public/EntryPoint?ch=26b46750fddd7010VgnVCM1000003bc614acRCRD&ct=a418f0a90f667010VgnVCM8279850ac614acRCRD#land
