I don't think you can have a Mexican's passport revoked from another country.

Is this some one a Mexican, US, or what? For a good answer you must ask a clear question. The US state Dept. is the only one that can revoke a US passport and they usually have a good reason to do this. You can't as a individual just say I want to have a passport revoked.
