Not to be a Scrooge or anything but I'm simply curious. They know these people better than anyone else here does, and they never list the person's interests and hobbies, which would help out immensely if they are truly stuck for ideas.

Or is it simply the Christmas version of the million and one "what should I dress up as for Halloween?" queries?

Because maybe they have gotten to the point where they are desperate for any idea that might send them searching in the right direction. I think it's great for everyone to put their heads together in forums like these. It gives birth to new ideas. No harm in that.

People want ideas that are outside of their own mind scope. They are hoping that someone else may possibly have the perfect or unique idea for a gift that they have not thought of themselves.
As in - "Wow a portrait on a chocolate bar! I never heard of that!"
or "Cool! My nephew's picture on a Wheaties box! Why didn't I think of that?!"

Yeah and they never seem to mention even their ages. A 15 yo boy is going to want very different things from a 25 year old.
