is that healthy or is that a concern to take him to the vet??

It's called a dewlap. It normally occurs on female rabbits of most rabbit breeds when they get older. Although there is no serious concern, you should watch around the shoulder area to make sure that your rabbit doesn't start getting pudgy around the shoulders. The presence of a dewlap doesn't mean you are over feeding your rabbit but if the dewlap becomes excessively large or the rabbit starts becoming pudgy around the shoulders you may be feeding it to much or the quality of the feed you are giving it should be better. Normally a rabbit becoming fat is due to the quality of the feed or having to much milk when it is growing up and not over feeding.

If your bunny has a dewlap it's her, not him. If she's ever bred, when she gets ready to give birth, she will pull hair from it to line her nest.

um...that's healthy. if it's a big rabbit, then a double-chin is healthy, but if it is a small rabbit...well, nevermind, its healthy so dont worry
