First of all, identify what bothers you the most about it. Is it that you still have feelings for him? Is it that your friend is betraying your friendship by going after an ex (major unwritten rule for girls, right?)? Was he a bad boyfriend and you don't want to see her hurt? Maybe it's a combination of these things or more?
Once you can put your finger on what it is that bothers you the most, you'll be better prepared to talk to her about it. Also, make sure that you can explain to her why you think she's flirting with him, just in case she denies it.
As soon as you're completely prepared, confront her with these things. It's never fun to have to get rid of a friend over some guy, but if this comes down to her respecting you or disrespecting you, it's got to be done. And your relationship with her will probably always be strained unless you and her do have a chance to talk about this.

I assume the two of you broke up for a reason. Your friend probably knows this reason. If you're over the ex, and the friend is going into this with all the facts, why should you care? It might be awkward in social situations if the two of them attend together as a couple, but other than that it doesn't have to affect you any more than you let it.

Just let it go. He is your ex-boyfriend for a reason. Be confident and date someone else and forget about it. Talk to your friend and tell her according to the rules of friendship dating ex-boyfriends can jeapordize your friendship with her. If she cares she will stop flirting.

Well just best to ignore it but I have to ask who broke up with who? The olny way I can answer this is to tell the truth. Posibilities say that if he broke up with you then maybe he was looking at her. That is a chance but don't say that is not possible. If it was you than don't worry about it maybe she just wants to have fun but that is just a guess. If you want her to stop ask her to if she is truly your friend then she will.

If you don't want them to get together, then tell her that it bothers you and if she's you're friend she'll respect you're feelings.
If you can get over it, and it would be ok if they dated, then tell that to her so she knows how you feel.
