You need to be clearer as to how your auction would work. When you come to selling gold, how much will be auctioned at a time - 1kg, 1 pound, 1 ton, all of the gold in the world? What about water? If you could buy all of the water in the world, people would be willing to pay everything that they have for it since water is essential for life? The same applies to air.
Therefore, it is impossible to answer your question as it stands at the moment. If could clarify it, then we might be able to have a better go at answering it.
