First of all, are you using the weight room at all? You should be lifting weights at least 3 days a week, probably 4. When you are lifting do not neglect your abs! This is a key area!
Next, you should be doing some sort of aerobic/cardio exercise: I suggest running stairs (this helps feet quickness), running short sprints (this helps with quickness and explosiveness), jumping rope, or other like exercises.
Technique wise--try to have someone who know the throws look at your form and critique you. If you cannot (and if you can this is still a good idea) videotape yourself. Watch yourself throw in slow-motion. You are able to pick out a lot of problems not readily visible!
And finally--practice, practice, practice!

If you need any more help, feel free to contact me!

do weights and make sure you do a lot of drills and warm ups like some of these
try getting a bungie cord the type for resistance training and get in standing throw position with a tight hold on D handle you hold other end and stand to the rear of circle taking out slack in cord then do a standing throw repeat several times this will not only build a memory of the release angles and position ie hips first but will also give some resistance training and help to improve core strength and build up muscles ascociated with the throw
Make sure to not let go of bungie otherwise you will get it in the face
South African Drill. Discus is carried in front with the wrist bent for support. Begin with the right leg behind the left, and pivot into the power position, and finish with a throw. Walk forward, doing continuous reps. next progression run into it.

90 Degree Drill. Move the right foot and leg 90 degrees, place it down, move to 180 degrees, place it down. The next 90 degrees will find you in the center of the circle. Now move the left foot 90 degrees, then the right again, and that is the power position.

You could grow big Boobs.
When you twirl around after your big boobs are well developed there is a chain, delayed, reaction as the weight of the boobs keep going until their swing limit is reached, giving added momentum to the discus as it is release.
Hope this helps. And happy Hootering.
