Work out. They have things to like build your chest into shape. Orr surgery, which is wayy to much. Be happy, you could look like a 2by4.

Some of the minimising bras you can get are really effective. Very expensive though so spend some time finding the right one for you. The boobs and butt are the first places females lose weight from so if you could stand to lose a few pounds then a bit of a shakeup to your diet and exercise could help drop some fat from the area. Don't consider surgery unless you can afford to get the very best, it's just not worth the risk. In some places you can get the surgery subsidised if they are causing you chronic back and neck problems so it may be worth talking to your dr.

There's this really awesome sports bra that I saw on Oprah a few months back, when she was doing one of her episodes about stuff she likes (you know, where she gives the things to the audience to take home.) Anyway, I forgot what it was called, but it did a lovely job of sacking her ginormous boobs down while still giving them a shape. Go to Oprah.com, because she tends to keep a list of stuff she's shown on her show and where to find it.

There really isnt much you can do to reduce your breast size without surgery.
You can try these though....
If you are not already skinny then you could try loosing some weight, generally alot of women who diet tend to loose there breast size a little.
Try a minimizer bra, you can get them from most good department stores, they make your breats look smaller when you have them on.

use a minimizing bra...i believe victoria secret sells one like this or you can find one in any major department store. Ask the sales clerk to help you find one and they can also measure and fit you for maximum coverage.

I'm a 34D and I absolutely LOVE the Body by Victoria full coverage bras...they come lined and unlined...they're not minimizing bras but they sure give the support you need.

Loose weight. The heavier you are the bigger your breasts.

Get an eating disorder, kind-of like Nicole Richie or Hilary Duff. They were so super-flat afterwards.
