His casket is rotting and his clothes just do not seem to fit anymore, he is dead, no real issues anymore.

As the previous comments noted, Theodore Roosevelt has long passed. But, if you mean what issues DID Teddy have, I can help you there. Teddy Roosevelt dealt with the increasing number of monopolies during his time. He was nicknamed the "trust buster" because of the large number of trusts he dissolved. Teddy dealt with the increasing number of of proposals that the domestic marked was unsanitary. Therefore, he created both the Pure Food and Drug Act and the Meat Inspection Act in1906. Teddy also dealt with the issue of racism and discrimination in the US. He appointed many African Americans to lower-level Federal offices and wrote fondly of the "Buffalo Soldiers," led by "Black Jack" Pershing, who had fought beside his Rough Riders at the Battle of San Juan Hill in Cuba in July 1898.

He's dead, what issues can a dead person possibly have? Maybe his deteriorating body could be an issue. Other than that, I'm not sure I understand the question.
