N2O4 has covalent bonds. Both are towards the more electronegative end of the periodic table. Ionic bonds occur between positive and negative atoms (or ions).

Covalent, indeed.

If both elements tend to be negative they will probably form covalent bonds. (Carbon and Hydrogen form covalent bonds also).

I also knew because those cool prefixes just are not used for ionic bonds.
