This answer will make the electrical engineers moan as it is an old way of looking at it. Think of electricity like water under pressure in a water hose. When you close the valve the flow stops but the water is still there. When you open the valve the flow starts again. The same is true of a metal conductor (wire) when the cord is plugged in the electrons flow into and out of the cord (Two wires) resulting in various functions of the appliance.When the cord is unplugged the electrons are still there under pressure (voltage) ready to be reconnected.

The electricity is a movement of electrons through the cord. When the power is removed or turned off, the electron movement stops.
