What we in the west call a dictator, is a good leader in the third world. That is why the west should not get involved in their affairs. Iraq and Vietnam are good examples.Syria elected a dictators son. Congo elected a dictators son. Nigeria elected an ex dictator, Nicaragua elected an ex dictator.
"Dictator" is a Orwellian term which the western government uses to frighten its citizens into submission. The facts are that the last real dangerous dictator was probably Stalin.
What we have like Qaddafi and Castro are good men who want to do good for their people. And most of the people recognise that. But the so-called "Democracy" is best brigade will always cause trouble because a "dictator" is not handicapped by corruption and legislation and is able to veto "crap" western deals.
My bet is that if there were free and fair elections in Iraq right now and Saddam was a candidate, he will win it .

You might say that most governments around the world (and throughout history) ARE (and have been) democratic, in that they are what the people support, tolerate, and even choose when they can.
If a government weren't democratic, then by a deconstructed, etymological definition of the word democracy, it would have to be ineffective or overthrown.
...or maybe in the future government will find a way to remove any choice of resistance.
But that would take something like an ID chip in every person with some kind of tiny supertoxic chemical dose that could be released via a unique-to-individual, encrypted government radio signal...
Real DEMOCRATIC government (I mean either direct democracy, or a representative democracy where there are people besides plutocratic oligarchs nominated and elected) is rare in the history of the U.S. and even rarer in most of the world, though it's inherently more common on state and local levels.

We have elected Tony Blair and as far as dictators are concerned even his own party can't remove him so why not let Saddam back to sought out peace in Iraq. Lets face it he can't do any worse than Bush or Blair can he.
